Special Operations Division

Captain T. Sheffield is currently assigned to the Special Operations Division overseeing the Street Crime, K-9, Traffic and Bike Units. Lieutenant Sheffield has been in law enforcement for over 30 years. He has served with Sandy Springs Police Department since 2008. His background consists of Uniform Patrol, Tactical Operations, Motorcycle Operations, SWAT, Narcotics investigations, and K9. Lieutenant Sheffield has a Bachelor of Science in Criminal Justice from Columbia Southern University.

Lieutenant J. Williams is currently assigned to the Special Operations Division overseeing the Street Crimes Unit and K-9 Unit. He is a graduate of the University of Georgia where he earned his Bachelor of Arts and Science degree in Criminal Justice and Sociology. After serving 3 years with the DeKalb County Police Department, he joined the Sandy Springs Police Department in 2006 as one of the inaugural members. Lieutenant Williams patrolled Sandy Springs for 4 years while becoming a Field Training Officer and a Crime Scene Technician. He then spent the next 7 years as a Detective until he was promoted to Sergeant in 2017. As a Sergeant, he held positions as a Patrol Supervisor and a CID Supervisor. In 2022, he was promoted to the rank of Lieutenant where he served in the Internal Affairs and State Certification Office.

Sergeant L. Millholland joined the Sandy Springs Police Department in October 2010.  He has served as a patrol officer, Highway Enforcement of Aggressive Traffic/traffic officer, street crimes detective, and recruiter/applicant background investigator.  In May 2022, Sergeant Millholland was promoted to his present rank and assigned to the Patrol Division.  After nearly a year with the Patrol Division, he was assigned to the Traffic Unit.  After six months with the Traffic Unit, he was assigned to the Public Information Office.  Prior to joining Sandy Springs Police Department, Sergeant Millholland worked with the Dawson County Sheriff’s Office, beginning in 2001.  While with the Dawson County Sheriff’s Office, he served as a patrol deputy, criminal investigator, school resource officer, and a member of the Special Response Team.  On October 24^th, 1987, he enlisted in the United States Marine Corps as part of the delayed entry program and retired at the rank of Lieutenant Colonel on May 1^st, 2013.  He graduated with a Bachelor of Science degree in Political Science from Kennesaw State University and a Master of Arts degree in Management from National University in San Diego, California. Sergeant Millholland is also a graduate of the Southeastern Leadership Academy through the University of Tennessee’s Law Enforcement Innovation Center, a sniper on the Sandy Springs SWAT team, and the Commander of the Sandy Springs Police Department Honor Guard.

Sergeant J. Inman supervises the Street Crime Unit. Sergeant Inman is a U.S Air Force Veteran, where he served as Security Police/Law Enforcement while stationed at Whiteman AFB, MO. Originally from South Carolina, Sergeant Inman moved to Georgia in 1997 where he began working for the Fulton County Police Department. Sergeant Inman transferred over to the Sandy Springs Police Department in 2006 and is an original Sandy Springs Police Department member. His assignments have included Uniform/Bike Patrol, Field Training, Task Force Officer, Crime Scene Investigations, and S.W.A.T. Drone operations. He is also a graduate of the Southern Police Institute’s Administrative Officer Course from the University of Louisville.

Sergeant A. Gwin is currently assigned to the K-9 Unit. She started her police career with Kennesaw Police Department and has been with Sandy Springs Police Department since 2018. Her previous assignments include Uniform Patrol, Property and Evidence, Court Security/Prisoner Transport and Background Investigations. As a defensive tactics instructor, she assists with our Women’s Self-Defense program. She is currently a squad leader in our Quick Response Force (QRF) and was promoted to Sergeant in 2023. Sergeant Gwin is a graduate of Thomas University.

Lieutenant M. McGinnis is currently assigned to the Special Operations Division overseeing the Traffic Unit and Bicycle Unit. Lieutenant McGinnis started his police career with the Fulton County Police Department and has been with the Sandy Springs Police Department since its inception in 2006. His previous assignments include Uniform Patrol, Criminal Investigations, Field Training Officer, Crisis Negotiations Team, Chaplain Coordinator and Public Information Officer.  He is currently the Commander of the Quick Response Force (QRF). Lieutenant McGinnis is a graduate of the University of West Georgia.

Sergeant M. Brooks is a supervisor in the Traffic Unit. Sergeant Brooks has been with the department since 2017 after having previously worked at the Atlanta Police Department and Charlotte-Mecklenburg Police Department. Sergeant Brooks has worked in Patrol and the Traffic Unit and is a squad leader with the Sandy Springs Police Department Quick Response Force. He was promoted to the rank of Sergeant in 2023. Sergeant Brooks holds a bachelor’s degree in criminal justice from Fort Valley State University.

Sergeant R. Gladkowski is assigned to the Traffic Unit. Sergeant Gladkowski started his career with the Fulton County Police Department in 2003. He was then hired by the Sandy Springs Police Department in 2006 as one of its original officers. During his time with the department, Sergeant Gladkowski has been assigned to the Uniform Patrol Division, Traffic Unit, and Criminal Investigation Division and has served on the Quick Response Force (QRF). He was promoted to the rank of Sergeant in 2019.

Sergeant T. Snow supervises the Bike Unit. Sergeant Snow began his law enforcement career in 1998 in the State of Alabama. In 2009, Sergeant Snow joined the Sandy Springs Police Department. In 2021 he was promoted to the rank of Sergeant and assigned to the Uniform Patrol Division.

During his 24 year career, his assignments have included Uniform Patrol, Field Training Officer, Criminal Investigations, Special Investigations Unit (Narcotics Unit), Special Operations Crime Suppression Team Street Crimes Unit and Quick Response Force (QRF) Team. He is a graduate of Liberty University with a Bachelor of Science Degree in Criminal Justice.
