Fraker JCaptain Jim Fraker currently serves as the Commander of the Office of Professional Standards. He is responsible for managing the areas of Recruiting, Background Investigations, Property and Evidence, Certification, Staff Inspections, Training, and Court Security.

Captain Fraker has served with the Sandy Springs Police Department since February 2006. As one of the original employees of the Sandy Springs Police Department, he was responsible for helping to develop a budget, purchase supplies and equipment, all phases of the hiring process and implementing a training strategy. Additionally, he was tasked with developing a comprehensive policy manual.

Captain Fraker’s 29-year career in law enforcement began in 1989 with the Metropolitan Atlanta Rapid Transit Authority (MARTA) Police Department. His assignments have included Uniform Patrol, Criminal Investigations, Training, Internal Affairs, and Staff Inspections. He spent five years assigned to the FBI as a Task Force Agent on the Joint Terrorism Task Force. Captain Fraker is also a graduate of the FBI National Academy.

Training

Roskind DSergeant David Roskind manages the Training Unit which is dedicated to developing the skills, knowledge, and service delivery of sworn and civilian employees. He was one of the founding members of the Sandy Springs Police Task Force and has served with the Sandy Springs Police Department since its inception in 2006.

His 31-year career in law enforcement began in 1987 with the Atlanta Police Department and the Acworth Police Department. His previous assignments include Uniform Patrol, Traffic, Criminal Investigations, Community Relations, and Internal Affairs. Sergeant Roskind is a graduate of the FBI National Academy, Georgia Command College, FBI LEEDS, and the Senior Management Institute for Police. He is a graduate of Leadership Cobb and Leadership Sandy Springs.

Staff Inspections Office

The Sandy Springs Police Department has a well-established history of serving the community with professionalism and integrity. To maintain and improve the quality of service the department provides to the community, each employee must accept responsibility for their role in maintaining integrity, quality services, and the highest professional standards. The focus of this office is to assure the department is constantly improving whether it is through State Certification, staff inspections, property control audits, and/or revision of our departmental policies and directives. The Staff Inspections Office demonstrates our commitment to the high standards of excellence when dealing with our employees and the community that we serve.

State Certification is a progressive and time-proven way of helping law enforcement agencies calculate and improve their overall performances. The foundation of certification lies in the promulgation of standards containing a clear statement of professional objectives. Participating agencies such as the Sandy Springs Police Department conduct a thorough self-analysis to determine how existing operations can be adapted to meet these objectives. When the procedures are in place, a team of trained assessors verify that applicable standards have been successfully implemented. The 3-year process culminates with a decision by a joint executive committee that the agency has met the requirements for certification. Certification status represents a significant professional achievement and acknowledges the implementation of policies and procedures that are conceptually sound and operationally effective. Once certification is attained, the entire process is repeated to ensure continued compliance with best practices.

Finley RSergeant Ryan Finley is currently assigned to the Office of Professional Standards - Staff Inspections Office and also supervises the Property & Evidence Unit. He is a graduate of Middle Tennessee State University where he earned his Bachelor of Arts and Science degree in Aerospace Administration. Sergeant Finley began his career in 2002 with the Fulton County Police Department and was a founding member of the Sandy Springs Police Department, starting in July 2006. Sergeant Finley spent nine years as a Detective and Field Training Officer before being promoted to Sergeant in 2016.
